Grain Coast Annual Conference Launches US$10 Million Five-Year Strategic Plan

The Grain Coast Annual Conference (GCAC) of the Global Methodist Church (GMC) has officially launched an ambitious Five-Year Strategic Plan valued at approximately US$10 million, setting a bold course for expanding the church’s ministry and transforming communities across Liberia from 2026 to 2030.

The strategic plan was launched on Monday, July 6,2026 during a press conference held at the Global Methodist Church Headquarters in Matadi, Lakpazee Zoo Road, Monrovia. The event brought together members of the Liberian media and officials of the Grain Coast Annual Conference to witness the unveiling of the church’s development blueprint.

Launching the document, Conference Superintendent Rev. Dr. Jerry P. Kulah described the strategic plan as more than an administrative document, calling it “a roadmap of faith, vision and action” designed to strengthen the church’s spiritual mission while responding to the social and economic needs of communities throughout Liberia.

Dr. Kulah explained that the plan is built around four strategic pillars; Evangelism, Discipleship, Church Planting, and Sustainable Development, which together will guide the Conference’s ministries, investments and partnerships over the next five years.

Speaking on the first pillar, Evangelism, Dr. Kulah emphasized the church’s commitment to proclaiming the Gospel of Jesus Christ throughout Liberia by strengthening evangelistic outreach, equipping believers to share their faith, and reaching underserved and unreached communities. He said the Conference intends to deepen its evangelistic presence in both rural and urban areas while embracing innovative approaches to ministry.

Addressing the pillar of Discipleship, the Conference Superintendent noted that the church is determined to nurture spiritual believers through biblical teaching, leadership development and intentional mentoring. “Our mission is not only to bring people into the church but to raise faithful disciples who will become effective Christian leaders in their homes, churches and communities,” he said.

On Church Planting, Dr. Kulah revealed that the Conference plans to establish healthy and sustainable congregations in communities where the Global Methodist Church currently has little or no presence. He said expanding the church’s footprint remains central to fulfilling the Great Commission while ensuring that new congregations become centers of worship, service and community transformation.

Highlighting the fourth pillar, Sustainable Development, Dr. Kulah explained that the church will continue investing in initiatives that improve livelihoods through education, agriculture, health care, economic empowerment and community development. He stressed that the church’s mission extends beyond the pulpit to addressing practical human needs.

“The Gospel transforms the whole person,” Dr. Kulah declared. “As a church, we are called not only to preach salvation but also to demonstrate God’s love by empowering communities, creating opportunities and restoring hope to those who need it most. This strategic plan reflects that commitment.”

He added that successful implementation of the plan will require collaboration with churches, development partners, government institutions, civil society organizations and members of the Liberian diaspora. According to him, the estimated US$10 million investment will be mobilized through faithful stewardship, local giving, partnerships and sustainable projects that support the Conference’s long-term vision.

During the press conference, Dr. Kulah also used the occasion to express serious concern over the growing drug crisis affecting young people across Liberia. He called on the Government of Liberia to intensify efforts to combat the widespread availability and abuse of illicit drugs, describing the situation as a national emergency that demands urgent action.

“We cannot remain silent while drugs continue to destroy the future of our young people,” Dr. Kulah said. “This menace is gradually destroying our nation at an alarming rate. We call upon the Government of Liberia to give this issue the highest priority by strengthening prevention, rehabilitation, law enforcement and community awareness. The future of Liberia depends on the decisions we make today.”

Officials of the Grain Coast Annual Conference reaffirmed that the Five-Year Strategic Plan will serve as the Conference’s guiding framework for ministry implementation, institutional growth and sustainable impact across all districts and circuits. They expressed confidence that the strategy will strengthen the church’s witness while fostering measurable social and economic transformation throughout the country.

The launch concluded with a renewed call for churches, partners, community leaders and all Liberians to support the implementation of the strategic plan. Conference leaders expressed optimism that, through God’s guidance, committed leadership and collective action, the Grain Coast Annual Conference will continue advancing its mission of making disciples of Jesus Christ while contributing meaningfully to Liberia’s national development.
